Initial certification of air navigation and air traffic management service providers

Process description

1. Application submission
   Initial assessment of the applicant for a certificate in accordance with the requirements of existing EU legislation and assessment of compliance with international aviation standards. Identification of non-conformities, evaluation of the corrective action plan and assessment of the effectiveness of corrective actions prior to the issuance of the certificate and during ongoing monitoring.
   Initial application phase. The applicant shall submit a self-assessment questionnaire for first-time certification, submit a certification form. The CAA shall carry out an initial evaluation and shall provide an opinion to the applicant.

2. Submission of documents
   The applicant shall submit a certification application and operating manuals.

3. assessment of the conformity of documents
   CAA shall draw up inspection checksheets and evaluate the manuals submitted, provide information to the applicant on the conformity of the documents

4. demonstration and audit phase, notification of audit results
   The CAA shall carry out on-site assessments of document compliance and binding processes. The CAA shall notify the applicant of the results. Upon receipt of the corrective action plan from the applicant and the assessment, the CAA shall examine the improvements made in the presence of the applicant in accordance with plan.

5. Issuance of a certificate
   On the basis of the evidence obtained to ensure compliance, the CAA shall draw up and issue a certificate with an order which, if necessary, constitutes a restriction on the certificate.
   
   The annual fee for the oversight program of air navigation service providers and air traffic service providers, as well as U-space and the Joint Information Service Providers, shall be set at 100% of the fee for the issuance of the certificate.
