According to the requirements of Article 34(1)(a) of Regulation (EU) 2018/1139 of the European Parliament and of the Council, all aerodromes within the scope of Regulation (EU) No 2018/1139 must be certified. In order to obtain this type of certificate, the aerodrome operator must establish a certification basis (CB) describing the compliance of the applicable aerodrome infrastructure and equipment with the regulatory requirements. This means that the applicable aerodrome infrastructure must either comply with the applicable certification specifications (CS), or the aerodrome operator may propose to demonstrate one of the flexibility tools for CS that are not met. The information and criteria for selecting the most appropriate flexibility tool for CS that are not met can be found in these guidelines.
