Certification and further oversight of pilot training organisations is ensured by Training and Examination Section of Personnel Licencing Division by Civil Aviation Agency.

National Training Organisation (NMO)

The training organisation may become a National Training Organisation (NMO) when an appropriate declaration is submitted to the Civil Aviation Agency in accordance with the requirements of Chapter 4 of Cabinet Regulation No. 373 (09.06.2020), as a result of which an acknowledgement of receipt of the declaration is issued by Civil Aviation Agency which permits the training of pilots in accordance with the requirements of Chapter 3 of Cabinet Regulation No. 754 (16.11.2021).

Submission of initial declaration

Applicants for NMO status shall submit the following documents to the Civil Aviation Agency electronically via e-mail to caa@caa.gov.lv or in paper format at the secretariat:

  • operations manual
  • training manual containing all the training programmes mentioned in the declaration
  • personnel documentation:
    • qualification documents
    • contract
    • CV
  • documents which approves ownership or rights to operate:
    • theoretical knowledge training facilities
    • flight operation accommodations
  • aircraft documentation:
    • documents which approves ownership or right to operate
    • registration certificate
    • certificate of airworthiness
    • noise certificate
    • licence for the use of radio navigation communications (including ELT)
    • insurance policy
    • maintenance monitoring contract
  • flight simulation training device documentation:
    • documents which approves ownership or right to operate
    • certificate of qualification
    • last evaluation report
  • compliance assessment according to the intended scope of activities for:
    • manuals
    • training programmes
    • personnel
    • theoretical knowledge training facilities
    • flight operation accommodations
    • aircraft

The training organisation may become a Declared Training Organisation (DTO) when an appropriate declaration is submitted to the Civil Aviation Agency in accordance with the requirements of Basic Regulation and its Implementing Rules and Chapter 3 of Cabinet Regulation No. 373 (09.06.2020), as a result of which an acknowledgement of receipt of the declaration is issued by Civil Aviation Agency which permits the training of pilots in accordance with the requirements of Part-FCL / Part-BFCL / Part-SFCL.

Approved Training Organisation (ATO)

The training organisation may become an Approved Training Organisation (ATO) when it is found to be compliant with the requirements specified in Basic Regulation and its Implementing Rules and Chapter 2 of Cabinet Regulation No. 373 (09.06.2020), as a result of which a certificate is issued by Civil Aviation Agency which grands the privilege to provide and conduct the training of pilots in accordance with the requirements of Part-FCL / Part-BFCL / Part-SFCL.

Applicants for ATO certificate shall submit the following documents to the Civil Aviation Agency electronically via e-mail to caa@caa.gov.lv or in paper format at the secretariat:

The fees for certification of training organisations, evaluation and approval of training course programmes, as well as oversight are laid down in Cabinet Regulation No. 891 (21.12.2021) “Price List of Public Services of the State agency Civil Aviation Agency”.

As part of the services in 2022 and 2023 are subject to a reduction in fees expressed as a percentage, there are fees expressed in euro and published on the CAA website for customer convenience.

Invoice will be provided by the Civil Aviation Agency prior to the receipt of the service.
