From 1 January 2027, new requirements will apply to the ground transport within the European Union of air cargo and mail consignments that have already been subjected to security controls.

The changes are laid down in Commission Implementing Regulation (EU) 2024/1255 of 3 May 2024, amending Commission Implementing Regulation (EU) 2015/1998 of 5 November 2015, which lays down detailed measures for the implementation of the common basic standards on aviation security.

Under point 6.5.3.1 of the Annex to Regulation (EU) 2015/1998, from 1 January 2027 the ground transport within the European Union of air cargo and mail consignments that have already been subjected to security controls may be carried out only by:

  • a regulated agent;
  • a known consignor;
  • an approved haulier.

As a result of these changes, the current arrangement allowing secure air cargo and mail consignments to be transported by hauliers that have not been approved as approved hauliers, including through the use of declarations of commitment, will no longer apply from 1 January 2027.
